Moving the Taskbar
Right click on a "Blank" are of  the taskbar, and ensure that the option "Lock the taskbar" is not Checked"
In the area just next to the start button,  (before the quicklaunch menu) click with your left mouse button (Keeping it held down)

Drag the Start bar back to where you want it.
