Scan Disk or Disk Defragmenting never finishes

 
When trying to run either program, they will be seriously affected by other programs accessing your Hard Drive, to stop all these programs doing so the easiest thing to do is perform the operation in safe mode.
 
To Access Safe Mode:
 
Win 98/ME/2000/XP:

Restart your computer normally by clicking Start/Shutdown and picking Restart.

Wait until you see the text "Starting Windows*" and then press F8.

Once at the Windows Startup Menu select the Safe Mode option and press Enter.
